The use of a code to accomplish a purpose requires the receiver of the code to understand the rules and the meaning of the symbols, and be able to use the information received to accomplish a purpose.

The cipher in this case involves the agency of another complex structure which fixes valine to the tRNAs which have the anti-codon CAA, even though these bases do not have any chemical or physical reason to be associated with valine. They are "formally" matched to follow the genetic code.

Note the mistake on the right. It should be CAC to be the anticodon for GUG. But CAA corresponds to triplet GUU, which also codes for valine, so this is an example of the type of error correction that is embedded within the genetic code.
